They were organized after two large earthquakes, Kanto Earthquake (1923) and Hanshin-Awaji Earthquake (1995) respectively. First, I describe the organizing process of chonaikai and N.P.O. Secondly, I describe some significant features of chonaikai in comparison with N.P.O. to point out the differences between these two organizations. Thirdly, I point out the fact that the principle of chonaikai is altering into that of nonprofit organization in process of the change of community structure.
